Abstract

Consumer protection law has developed out of this intellectual tradition now constituting a central pillar in the modern legal edifice that seeks to ensure the fair, safe and trustworthy exchange of goods and services in the marketplace. This paper examines the changing world of consumer protection through an analysis of legal systems in Pakistan and the UK, as well as other jurisdictions. In contrast to the UK, where superior legislation like the Consumer Rights Act 2015 and robust regulatory authorities namely CMA are in place; Pakistan’s system is fragmented and less efficient, particularly when it comes to provincial differences, less knowledge, and weaker enforcement. The paper also investigates international best practice such as the European Union frameworks of harmonized directives and the United States’ multi-tiered regulatory regime. Among the issues covered are e-commerce, and data privacy, unfair advertisements, and access to redress. Through comparative case studies, the book demonstrates the ramifications of legal lacunae and inconsistent enforcement. It concludes that, while significant steps have been undertaken worldwide, consumer protection is a process that evolves with market and technological developments. Pakistan especially, has a lot to learn, as they can borrow from best practices from more advanced jurisdictions. Article conclude with focused policy suggestions through legal unification, institutional reforms, and development of ICT infrastructure. These points are designed to help ensure a fairer and more effective consumer protection system in markets, at local and global levels.
