Abstract

This paper provides a comparison between job quotas in India and Pakistan, which have developed two different affirmative action systems, although both countries share the same history of colonialism. It discusses the provisions of the constitution and the theoretical basis that inform the caste-based reservations in India and the regional quotas in Pakistan. Nevertheless, with the implementation issues being grave, including institutional apathy, social resistance, and political interference in both systems, the study mentions the opportunities of transformation in digital governance, skills training, and independent regulation. Finally, it is concluded that the effectiveness of quotas not only depends on the form of legislation but also on institutional capacity and political will that should be enhanced by structural modifications that will ensure the actual socioeconomic inclusion.
